Minutes of the meeting of the Board of Trustees of the Incorporated Village of Mineola

held Wednesday, November 9, 2005 at the Village Hall, 155 Washington Avenue, Mineola, New York 11501.

A Public Hearing was held at 6:30 PM in order to receive public comment upon the following:

 

 

            PUBLIC HEARING BY BOARD OF TRUSTEES PURUANT

TO CHAPTER 52 OF THE CODE OF THE INCORPORATED

VILLAGE OF MINEOLA, SECTION 52.33, ENTITLED “CAUSES

FOR SUSPENSIONOR REVOCATION”, IN ORDER TO RECEIVE

EVIDENCE AS TO WHETHER ALL ISLAND TRANSPORTATION HAS

VIOLATED SECTION 52.3 OF THE MINEOLA TAXI LAW, SPECIFICALLY WITH REGARD TO WETHER ALL ISLAND TRANSPORATATION IS CHARGING RATES FOR POINT-TO POINT SERVICE WITHIN THE VILLAGE OF MINEOLA IN EXCESS OF THOSE ESTABLISHED BY THE BOARD OF TRUSTESS.

 

 

Resolution No. 372-05

 

Resolved to issue a formal warning to All Island Transportation and accept 1,000 coupons for a $1.00 discount on local rides to be distributed to seniors by the Village of Mineola.

A Public Hearing was held in order to receive public comment on the following:

 

APPLICATION OF LONG ISLAND CHECKER CAB PURSUANT

TO CHAPTER 52 OF THE CODE OF THE INCORPORATED VILLAGE

OF MINEOLA, ENTITLED “TAXICABS, LIMOSINES AND PRIVATE

LIVERY VEHICLES”, SECTION 52.12, ENTITLED “APPLICATION FOR

SUPPLEMENTARY OWNER’S LICENSE”, REQUESTING AN ADDITIONAL

FIFTEEN (15) TAXI LICENSES.

 

 

 

 

 

Mayor Martins requested a motion to close the hearing and reserve decision.

Mayor Martins opened the Work Session at 9:50 PM.

 

 

Mayor Martins reported on a program in which Mineola’s Veterans and the Mineola High School eleventh grade class.  Veterans of each war beginning with WWII shared their experiences with the students.  The program was taped and will be aired on Veteran’s Day from 9:00 AM until approximately 9:00 PM.

Village Attorney John Spellman requested approval for the Board of Trustees to seek lead agency status regarding the proposed action pursuant to SEQRA.

 

 

     Resolution No. 373-05

 

            WHEREAS, the Incorporated Village of Mineola is considering for adoption a

 

Comprehensive Master Plan for future land use in the Village, and

 

            WHEREAS, the adoption of the Comprehensive Master Plan will require zoning

 

amendments to the Village’s Zoning Code, and

 

            WHEREAS, the Incorporated Village of Mineola will conduct an environmental

 

review of this proposed action pursuant to the State Environmental Quality Review Act,

 

and

 

 

 

            WHEREAS, the Board of Trustees has reviewed the proposed Comprehensive

 

Master Plan and the Full Environmental Assessment Form,

 

            Based upon the above, a motion is hereby made as follows:

 

1.      Be it resolved that pursuant to 6 NYCRR §617.4 (b) (1), the proposed

action is declared a Type I action pursuant to the State Environmental

Quality Review Act;

 

2.      Be it resolved that the Board of Trustees shall circulate the Full Environmental Assessment Form, and a copy of the Village’s proposed

Comprehensive Master Plan, to all involved Agencies pursuant to the

State Environmental Quality Review Act; and

 

3.      Be it resolved that the Board of Trustees shall seek lead agency status

regarding the proposed action pursuant to the State Environmental Quality

Review Act.

Mayor Martins stated that the Village would be holding a hearing on the second Wednesday in December to discuss the Master Plan.

 

Mayor Martins discussed a letter that he wrote last year pertaining to disproportionate revenue sharing in the Town of North Hempstead. The letter was read into the record at a Town of North Hempstead meeting by former Village Clerk Michael Arens. 

 

 

Resolution No. 374-05

 

Resolved to demand that in 2006, the Town of North Hempstead allocates the Village of Mineola’s share of the sales tax revenue commensurate with the number of residents proportionately.
