Minutes of the meeting of the Board of Trustees of the Incorporated Village of Mineola

held Wednesday, November 1, 2006 at Village Hall, 155 Washington Avenue, Mineola, New York 11501.

Deputy Mayor Lawrence Werther opened the Work Session at 6:30 PM.

Resolution No. 334-06

 

Resolved to approve the annual request by James and Edith Dref of 265 Arlington Street, Mineola, to sell Christmas trees and wreathes at 266 East Jericho Turnpike from 9:00 AM to 9:00 PM from November 22, 2006 through December 24, 2006

Resolved to approve Verizon’s request for a permit to conduct Door-to-Door sales Monday through Friday from 12:00 to 8:00 PM and Saturday from 10:00 AM to 8:00 PM

for a period of up to one year.

Resolution No. 336-06

 

WHEREAS, the Secretary of the U.S. Department of Housing and Urban Development is

Authorized under Title I of the Housing and Community Development Act of 1974, as amended, to make grants to state and other units of general local government to help finance Community Development Programs; and

 

WHEREAS, the COUNTY OF NASSAU (County) and VILLAGE OF MINEOLA(Subrecipient) entered in an Cooperation Agreement to participate in a Nassau County Community Development Program, for a term of three (3) years to commence the 1st day of September 2006 and end the August 31, 2008, under Title I of the Housing and Community Development Act of 1974, as amended ;  and

 

WHEREAS , the Secretary of U.S. Department of Housing and Urban Development

has approved a Community Development Program for the 30th Program Year, Federal fiscal year 2006; and

 

WHEREAS, pursuant to said Cooperative Agreement the COUNTY and the SUBRECIPIENT have agreed to undertake project activities using Community Development Block Grant Funds to be received by the COUNTY from the U.S.Department of Housing and Urban Development; and

 

WHEREAS, the Secretary of the U.S. Department of Housing and Urban Development has approved an application for Community Development Block Grant Funds, under Title I of the Housing and Community Development  Act of 1974, as amended submitted by the COUNTY and participating municipalities for the 32th Program Year, Federal Fiscal Year 2007; and

 

WHEREAS, the Board of Trustees of the INC.VILLAGE OF MINEOLA, deems it to be in the public interest of the SUBRECIPIENT to enter into said proposed  Agreement for the purpose of undertaking project activities thereto set forth, under Title I of the Housing and Community Development Act of 1974, as amended,

 

NOW, THEREFORE, BE IT RESOLVED, that Jack M. Martins, Mayor of the Incorporated Village of Mineola be and he hereby is authorized to execute an Agreement between the SUBRECIPIENT and the COUNTY OF NASSAU for the purpose of undertaking project activities under Title I of the Housing and Community Development Act of 1974, as amended, for the 32nd Program Year, Federal Fiscal Year 2006.

 

Residential Rehabilitation                                     $30,000.

Code Enforcement                                    25,000.

Jericho Turnpike Streetscape                $200,000.

Resolved to approve the following traffic and parking restriction changes for the streets surrounding the MTA Inter-Modal Center:

 

A.     Third Street:  Between Mineola Boulevard and Third Avenue

 

Direction of Traffic: One-way westbound from Mineola Boulevard to Third Avenue

 

                        Parking Restrictions:  Between Mineola Boulevard and Third Avenue

 

·        On the North side of Third Street – “No Stopping Anytime”

·        One the South side of Third Street – 2 hr. Metered Parking

·        “Stop Sign” at the northwest corner of Third Street and Third Avenue controlling westbound traffic

 

B.     Between Third Street: Between Third Avenue and Fourth Avenue:

 

Direction of Traffic: One-way westbound from Third Avenue to Fourth Avenue

 

Parking Restrictions:

 

·        On the North and South sides of Third Street – “No Stopping Anytime”

·        “Stop Sign” at the northwest corner of Third Street and Fourth Avenue controlling westbound traffic

                       

C.     Third Avenue: Between Old Country Road and Third Avenue:

 

Direction of Traffic:  Two-way traffic north and south bound from Old Country Road to Third Street 

 

Parking Restrictions:

 

·        On the East and West sides of Third Avenue – “No Stopping Any Time”

D.    Third Avenue: Between Third Street and Station Road

 

Direction of Traffic:  One-way north bound from Third Street to Station

Road

 

Parking Restrictions:

On the East and West sides of Third Avenue – “No Stopping Any Time”

 

E.     Station Road:  Between Third Avenue and Mineola Boulevard Extension South

                                            

Direction of Traffic:  One-way traffic east bound from Third Avenue to Station Road

 

Parking Restrictions:  No change in existing parking restrictions

 

F.      Mineola Boulevard Extension South:  Between Station Road and Third Street

 

Direction of Traffic:  One-way southbound from Station Road to Third Street

 

Parking Restrictions: 

·        On the South side of Station Road – “No Stopping Any Time” 

·        “Stop Sign” at the Southwest corner of Mineola Boulevard Extension South and Third Street controlling south bound traffic

 

G.    Station Road :  Between Fifth Avenue and Fourth Avenue:

 

Direction of Traffic:  One-way traffic east bound from Fifth Avenue to

Fourth Avenue 

 

Parking Restrictions:

 

·        On the South side of Station Road – “No Stopping Any Time”

·        “Stop Sign” at the Southwest corner of Station Road and Fourth Avenue controlling eastbound traffic

 

       H. Fourth Avenue:  Between Station Road and Old Country Road: 

 

Direction of Traffic:  One-way traffic south bound from Station Road to

Old Country

 

                        Parking Restrictions:  On the east and west sides of Fourth Avenue

                        “No Stopping Any Time”

Superintendent of Buildings, Thomas Rini, reported on the Village’s annual leaf removal program and gave an update on the Village’s sanitation schedule for Election Day and Veteran’s Day.

* Mayor Martins arrived after the close of the Work Session.   

 

Mayor Martins opened the Public Meeting at 7:30 PM.

 

Mayor Martins complimented the Centennial Committee on the success of the Centennial Parade and recognized Sally Patterson for her efforts. Mayor Martins also recognized the Recreation Department and volunteers for their spectacular job on the Halloween Party. 

 

Trustee Lawrence A. Werther congratulated everyone involved with the Centennial Parade and thanked Joe Rizza of the Mineola American for his coverage of the Parade.  Trustee Werther reminded everyone that the Police Task Force Operational report was available on the Village’s website.  Trustee Werther gave an update on the Chamber of Commerce and reported on upcoming events at the Mineola Memorial Library.

 

Trustee Linda Fairgrieve congratulated the Centennial Committee on the Centennial Parade.  Trustee Fairgrieve thanked Marta De Sousa and Anna Athan of the Recreation Department for their work on the Halloween Party.  Trustee Fairgrieve gave an update on the 2006 Mustang Run and a preview of this year’s Mustang Run T-shirt. Trustee Fairgrieve stated that anyone wishing to volunteer was welcome. 

 

Trustee Paul Cusato apologized for not being able to attend the Centennial Parade on October 22, 2006 due to his work schedule.  Trustee Cusato also apologized for leaving before the close of the Public Meeting on October 18, 2006, to pay his condolences to the Rowe Family. Trustee Cusato thanked Marta De Sousa and Anna Athan of the Recreation Department for their work on the Halloween Party on October 27, 2006

 

Trustee John S. DaVanzo thanked all of the parade participants and residents on behalf of the Centennial Committee.  Trustee DaVanzo also thanked Centenial Parade Grand Marshall Beatrice Hubbard, who would be celebrating her 100th on December 9, 2006.  Trustee DaVanzo reported that tickets were still available for the Centennial Ball scheduled for November 17, 2006. 

 

Mayor Martins requested a motion to close the meeting at 9:30 PM.
