held Wednesday, October 4, 2006 at Village Hall, 155 Washington Avenue, Mineola, New York 11501.

Mayor Martins opened the Work Session at 6:30 PM. 

 

 

Resolution No. 305-06

 

Resolved to approve the County Seat Kiwanis Club’s request for the use of the Community Center on Sunday, February 4, 2007 for their Annual Pancake Breakfast.

Resolved to approve the request by the Nimble Fingers quilting group for the use of a classroom in the Community Center on Thursdays from 10:00 AM to 2:00 PM from September 2006 through September 2007.

Resolution No. 307-06

 

Resolved to approve the request by Corpus Christi Church to hold devotional procession using Village Streets on Friday, October 13, 2006 from 9:00 PM to 10:00 PM, utilizing the following route:

 

From Garfield Avenue East to Willis Avenue South to Second Street, turn around at Second Street to Willis Avenue North to Garfield Avenue West back to the Church

Resolved to approve an additional $15,000.00 for engineering fees for LKB for the Mineola Boulevard Project between Third Street and Old Country Road.

Resolution No. 309-06

 

WHEREAS, the Board of Trustees of the Village of Mineola

having carefully reviewed and considered the following proposal

 to:

 

Reject the Bid of A & R Development and Declare A&R Development an

Unqualified Bidder for the Jericho Turnpike Streetscape Project

and Award the Bid to New York Paving, Inc.

 

BE IT HEREBY RESOLVED, that the Board of Trustees of the

Village of Mineola hereby authorizes the Village to reject the

unqualified bid of A & R Development based upon the fact that the

 bidder does not have sufficient experience relative to a project

 of the scope of nature of this bid.

 

BE IT THEREFORE RESOLVED, that the Board of Trustees of the Village of Mineola awards the bid to New York Paving, Inc., 161

Sweet Hollow Road, Old Bethpage, New York 11804.

Resolved to approve the following increase in fees for the Village Attorney’s legal services, which have not been adjusted in 15 years, as follows: 

 

            Partners from $150.00/hour to $185.00/hour

            Associates from 135.00/hour to $165.00/hour

Resolved to approve Library Director Charles Sleefe’s request to “buy back” 119 hours unused accumulated sick time at a rate of 75 cents on the dollar.

Village Attorney John Spellman announced that the Public Service Commission had approved the Verizon Franchise Agreement.

Resolved to approve the use of a classroom for envelope stuffing by the Mustang Run Committee on Sunday, October 8, 2006.

Trustee Paul Cusato stated that he was alarmed by Lou Sanders’ article in the Mineola American regarding the Police Task Force Operational Report.  Trustee Cusato stated that he thought that John Curry would be presenting the report. 

 

Mayor Martins responded that the Operational Report is not a secret and would be presented to the Board when complete. 

 

Mayor Martins requested a motion to close the Work Session at 7:25 PM.

Mayor Martins opened the Public Meeting at 7:30 PM.

 

Mayor Martins reported that the Police Task Force Operational Report is nearing completion and will be mailed to the residents.  Mayor Martins stated that he would prefer to hold the referendum before the end of the year and that public hearings would be scheduled to allow for review and discussion of the Police Task Force’s Operational Report.  Mayor Martins stated that there were seven weeks before the end of November and the Board of Trustees will vote to set a referendum date at the October 11, 2006 meeting. 

 

Mayor Martins reported that he met with Inspector Turk of the 3rd Precinct to discuss the status of Nassau County’s sector deployment. 

 

Mayor Martins thanked Nassau County Legislator Rich Nicolello for aiding in the completion of the paving work of Willis Avenue, Roslyn Road and Mineola Boulevard. 

 

Mayor Martins met with the Metropolitan Transit Authority regarding the LIRR train station, MTA Intermodal Center and area south of the tracks to Old Country Road and east of Fourth Avenue.  Mayor Martins thanked Village Attorney John Spellman and Superintendent of Public Works Tom Rini for their assistance in obtaining a paving agreement with the MTA. 

 

Mayor Martins reported on a recreational committee meeting for field improvements, specifically Field #3 alternatives as well as the former village dump area.  Mayor Martins thanked the committee members.

 

Mayor Martins reported that the Centennial Parade, scheduled for October 1, 2006 had been cancelled due to multiple weather services advisories predicting thunderstorms with lightening.  The Centennial Committee contacted all of the participants and has rescheduled the parade and fireworks show for Sunday, October 22, 2006.

 

Trustee Lawrence Werther thanked Mayor Martins for appointing him to the committee for Field #3.  Trustee Werther gave an update on the Mineola Auxiliary Police Department and reported that October is Crime Prevention Month and that educational materials for young people could be obtained by calling 746-2448.  Trustee Werther reported on upcoming events at the Mineola Memorial Library such as vintage photos on display and Halloween programs.

 

Trustee Linda Fairgrieve stated that she was disappointed with the County Legislature’s cancellation of the review of Nassau County Police sector grids. Trustee Fairgrieve stated that she would prefer to hold the referendum on Election Day in November because she believes that more people would come out to vote. 

 

Trustee Paul Cusato reported on the MAA Picnic and the various awards that were presented.  Trustee Cusato also reported on the Mineola Fire Department activity for the month of September as well as the upcoming Fire Training School classes in Bethpage.

 

Trustee John DaVanzo reported on the Mineola Ambulance Corps calls for the month of Septemeber and said that more volunteers are needed.  Trustee DaVanzo stated that he feels that holding the referendum on Election Day would be too confusing to voters.
