Resolved
to amend Resolution No. 46-06 for the purpose of adopting National Incident
Management System and the Incident Command System as follows:
WHEREAS, the Board of Trustees of the
Amending Emergency Management Resolution No. 46-06
WHEREAS, Homeland Security Presidential Directive
No. 5 (HSPD-5) requires all Federal, State and Local governments, departments
and agencies to adopt the National Incident Management System (NIMS) as the
all-hazard incident management system for the planning, mitigation, response and
recovery for all emergency incidents and disaster whether they be naturally
occurring or man-made;
WHEREAS, compliance with these mandates for
emergency preparedness is required for the receipt of Federal Emergency
Management Assistance as directed by HSPD-5;
WHEREAS, the Incorporated Village of Mineola
Emergency Management Plan which is being revised, shall incorporate the
Incident Command System (ICS) as the incident management system to incorporate
a “best practices” plan to be used by incident managers and incident commanders
at all levels;
BE IT HEREBY RESOLVED, that
the Board of Trustees of the Incorporated Village of Mineola hereby adopts the
National Incident Management System (NIMS) and the Incident Command System
(ICS) as the all-hazard, emergency management systems to prepare for, and
respond to all incidents regardless of size and complexity, and shall take all
necessary steps to assure the creation of, and implementation of a Village
Emergency Management Plan and Village Incident Management System as
contemplated and directed by HSPD-5.

A
RESOLUTION AUTHORIZING THE INCORPORATED
PUBLIC
WORKS MUTUAL AID AGREEMENT
WHEREAS, the Board of Trustees of the
Inter-Municipal Emergency Management Public Works
Mutual Aid Agreement
WHEREAS, such agreement is in accord with New York
Executive Law Article 2-B section 23, 25, 26, 29e;
WHEREAS, such an agreement implements a plan and
sets forth procedures and responsibilities for a participating Village whenever
emergency personnel, equipment and facility assistance is provided from one
Village’s Public Works Department to the other;
WHEREAS, no Village will be in a position of
depleting unreasonably its own resources, facilities, or services providing
such mutual aid;
WHEREAS, no Village receiving a request for
assistance shall be under any obligation to provide assistance or incur any
liability for not complying with the request;
BE IT HEREBY RESOLVED, that the Board of Trustees
of the Incorporated Village of Mineola hereby adopts and executes the
Inter-Municipal Emergency Management Public Works Mutual Aid Agreement.

Daniel B. Whalen, reported the Building Department’s revenue figures for June,
July and August of 2006. Mr. Whalen also
reported the figures for the Building Department’s fiscal year 2005/2006.

Mayor Martins opened the Public Meeting at 7:50
PM.
Mayor Martins and members of
the Board presented the 2006 Mineola Swim Team with Certificates of Achievement
for their winning season.
Mayor Martins announced that
the Village would be holding a remembrance ceremony on September 11, 2006 at
7:00 PM at Memorial Park and invited everyone to attend.
Mayor Martins also announced
that he would be giving the annual State of the Village address, sponsored by
the Mineola Chamber of Commerce, on Tuesday, September 19, 2006 at Village Hall
at 6:30 PM.
Trustee Lawrence Werther
reported on recent criminal activity in the village and expressed his support
for the formation of a Mineola Police Department.
Trustee Linda Fairgrieve read
the Justice Court Report for the month of July.
Trustee Paul Cusato reported
on the Mineola Fire Department’s activity for the month.
Trustee John DaVanzo reported
on the 2006 Mineola Pool season and commended Dan Kopetic and the entire pool
staff on a wonderful job. Trustee
DaVanzo gave an update on the plans for the upcoming Centennial Parade, Street
Fair and Fire Works celebration and asked anyone interested in volunteering to
contact the Centennial Committee.
Mayor Martins urged all
community groups to get involved with the Centennial Parade on October 1, 2006.
Mayor Martins requested a motion to close the meeting
at 9:20 PM.
