Minutes of the meeting of the
Board of Trustees of the Incorporated Village of Mineola held Wednesday, June
22, 2005 at the Village Hall, 155 Washington Avenue, Mineola, New York.

Martins opened the Public Hearing at 6:30 PM.
A Public Hearing was held at 6:30 PM at the Village Hall,
155 Washington Avenue, Mineola, New York, 11501 in order to receive public
comment upon the following:
A proposed Local Law amending section 45.28
of the
Municipal Code
of the Incorporated Village of Mineola,
entitled
“Water Rates”, so as to provide for a new schedule
of rates based
upon the size of the meters, to adjust the
rates for water supplied at construction sites, to adjust the
rates for automatic sprinkler systems, to adjust the rates for
miscellaneous water usage and for non-profit organizations,
and to adjust the rate schedule for monthly and semi-annual
water billings based upon consumption levels.
Mayor Martins explained the responsibilities of the Board of Trustees
as the Water Commissioners.
Department of Public Works Superintendent, Thomas Rini gave an overview
of the issues and pressures facing the Water Fund and Water Commissioners.
Water Department Supervisor, Frederick Booher gave a more detailed
report of some of the increased expenses such as well repairs, chemical costs
and salaries.
Mayor Martins stated that an annual water budget review was necessary
and the Village should hold a hearing every three years to review rates.
Resolution No.
247-05
Resolved to accept the Water Department’s recommendation to increase
the residential base rate for water by $10.00 and the commercial base rate by
$25.00. Be it further resolved to
increase all tier rates by 15 cents the first year, a 5 cent increase the
second year, and a 5 cent increase in the third year.

Resolved to hold a Water Fund hearing at least every three years in May
in order to review the Water Fund rates and solvency of the fund.

Resolved to authorize a loan of $200,000 to the Water Fund from the
General Fund’s unreserved balance in
order to make the Water Fund whole. The
loan will be paid back annually with interest with surplus revenue from the
Water Fund.
