Danielson of Mineola Fire Department Parade, Block Party and Drill Committee
reported the on the new parade route.
Mr. Danielson also addressed the block party safety concerns that were
expressed at a previous meeting. Mr.
Danielson announced that the fireworks display would take place on Friday
evening and the committee was looking into an escape artist for Saturday
evening.

Department
of Public Works Superintendent, Thomas Rini announced the Arbor Day Tree
Planting on
Building
Department Superintendent, Daniel B. Whalen gave the revenue report for the
Building Department for March 2006.

Linda Fairgrieve requested that the reply date for Request for Proposals for an
independent consultant to study the Police Task Force Report that were already published
in Newsday and the Mineola American also be published in the Sunday New York
Times with an extended reply date of 30 days post publication.

Martins and the members of the Board agreed to publish the RFP in The New York
Times.

Martins asked that we set some parameters on publications.

Linda Fairgrieve asked if the Village Clerk had looked into publishing the RFP
on the website of the New York State Contract Reporter.
Village
Clerk, Joseph R. Scalero reported that publication in the New York State
Contract Reporter was subject to their publication schedule, which runs at approximately
two week intervals and could be included in their next available
publication.

Fairgrieve submitted a list of eight consultants that she found while
researching the RFP. Trustee Fairgrieve
asked to have the RFP by registered letter sent to the names on the list and
allow them the same amount of time to file a response.

Martins asked Trustee Fairgrieve about the qualifications of the consultants
named on the list.

Fairgrieve said that she found the names and addresses when researching the RFP
but did not have their qualifications.

Martins recommended that we obtain their specific qualifications before we ask
them to conduct a study for our Village and doesn’t feel that it is appropriate
to solicit consultants without them.

Fairgrieve said that she didn’t see what the difference was since part of the
RFP requests the qualifications of the respondents.

Martins suggested that Trustee Fairgrieve mail the Request for Proposals to the
list of non-requestors as he is not comfortable sending it from the Village to
persons who haven’t demonstrated an interest.
Village
Attorney, John Spellman indicated that it is not unusual to maintain a list for
publishing and invitations; however the recipient companies or individuals are
usually pre-qualified. Mr. Spellman
suggested that Trustee Fairgrieve submit the list to the Village Clerk for
pre-qualification before they are sent the Request for Proposal.

John DaVanzo stated for the record that he was opposed to Trustee Fairgrieve’s
request to mail to the names on the list.

Lawrence Werther agreed that the list of names should be pre-qualified before
being sent the Request for Proposals.

be mailed the Request for Proposals.

Martins explained that Board went into Executive Session to discuss our
contract with the Mineola Volunteer Ambulance Corps. Mayor Martins said that they also discussed
the Village policy to have the Fire Department, Fire Counsel and Auxiliary
Police Department provide the Board of Trustees with the minutes of their
monthly meetings.

Martins asked if there was any other business.

Linda Fairgrieve asked to have the RFP published in the New York Times National
paper on Sundays as there may be interested consultants from the
Mayor
Martins stated that the regional edition might be more appropriate.
Village
Clerk, Joseph R. Scalero reported that the quote for the Sunday New York Times
National edition was approximately $1600.00 per Sunday publication. The Sunday New York Times Regional advertising
cost is approximately $1400.00. The total for four Sundays in the Sunday New
York Times National edition would be approximately $6400.00.

Lawrence Werther objected to spending $ 6,400.00 on RFP advertisements.
Village
Clerk, Joseph R. Scalero reported that the entire annual budget for legal
notices is usually $7,000.00.

Paul Cusato stated that this is the biggest decision that the Village has ever
made and believes that outsourcing is appropriate to get all of the facts.

Matins hopes that spending this kind of money is effective.

Edition on four Sundays and be it further resolved to extend the deadline for
filing a proposal to thirty days after the last date of publication.

Paul Cusato said that he had concerns that the April 8, 2006 Police Hearing was
not on Channel 18 and that it was not covered in the Mineola American.
Mayor
Martins said that Trustee Cusato should speak to the Mineola American about their coverage of the hearing and that he
wasn’t aware that the hearing did not appear on Channel 18. Mayor Martins questioned why Trustee Cusato hadn’t
called him to voice his concerns.

Linda Fairgrieve suggested that maybe there should be a policy on the number of
times that each meeting is shown on Channel 18.

Mayor Martins opened the
Public Meeting at
Mayor
Martins introduced Matt Smith from Standard Valuation Services. Mr. Smith presented some options to alleviate
the tax certiorari burden. Mr. Smith
explained the advantages of adopting the Nassau County Tax Roll and discussed
the

Board of Trustees asked a number of questions pertaining to Mr. Smith’s
proposals and agreed to continue their discussion in May.

Martins reported that the

Martins noted that now that spring is here, garbage and overgrowth must be
addressed by the business and/or
property owners. Mayor Martins reported
that the Sanitation Department had already distributed flyers to business
owners and asked everyone to do their part.
Mayor Martins asked that the Department of Public Works review the abandoned
bicycles that have been left throughout the Village.

Martins asked the Board of Trustees to consider a Local Law that would prohibit
keeping trash on the sides of buildings until pick-up. Mayor Martins asked Village Attorney John
Spellman to draft a Local Law that would require trash to be kept behind the
building or at least screened off from public view.

Lawrence Werther gave an update on the Mineola Memorial Library. Trustee Werther congratulated the new
officers of the Mineola Chamber of Commerce, President, Steve Ford and Vice
President, John Broder. Trustee Werther
complimented outgoing President Carmela Bernacchio on all of her
accomplishments.

Paul S. Cusato reported on the Mineola Fire Department’s Installation of
Officers. Trustee Cusato also gave a detailed report on the number of calls and
types of calls answered by the Mineola Fire Department. Trustee Cusato congratulated Trustee Werther
on his son Joseph’s Eagle Scout award.

alarms in his monthly Fire Department report.
