Minutes of the meeting of the Board of Trustees of the Incorporated Village of Mineola

held Wednesday, March 5, 2008 at Village Hall, 155 Washington Avenue, Mineola, New York 11501.

Resolution No. 38-08

 

Resolved to approve the request by the Mineola Portuguese Center, Inc. for the use of the Wilson Field on Union Street for their annual carnival on Friday, June 6, 2008 through Sunday, June 8, 2008.

Resolved to approve the request by the Nassau Pops Orchestra for the use of Memorial Park on Saturday, July 5, 2008 and Friday, July 25, 2008 for the 2008 Concert Series.

Mayor Martins suggested that the members of the board consider budgeting for a fireworks display for the July 5, 2008 Nassau Pops Concert.

Village Clerk Joseph R. Scalero gave the Justice Court report for February 2008.

 

Village Clerk Joseph R. Scalero gave the Mineola Memorial Library Report of upcoming events.

 

Village Clerk Joseph R. Scalero gave an update on the 2008 Election preparations.

 

Superintendent of Public Works Thomas J. Rini reported on the progress of the restroom renovations at the Mineola Volunteer Ambulance Corps.  Mr. Rini gave an update on the ball field preparations for the upcoming season. Mr. Rini reported that the tree trimming was underway but was slowed somewhat by the LIPA wirework.  Mr. Rini announced that there would be normal sanitation pick-up on March 21, 2008.  Mr. Rini discussed Storm Water Phase II and the clean-up scheduled for either Saturday, April 19, 2008 or Saturday, April 26, 2008 which may be coordinated with the schools.

Resolved to approve a 90-day extension of Building Permit #21753 issued to CNP, Inc. d/b/a Carlinos Restaurant at 204 Jericho Turnpike.

Resolution No. 46-08

 

Resolved to approve a 90-day extension of the Building Permit issued to Nassau Hospital Office Corporation, for the renovation of the parking garage located on the corner of 3rd Avenue and 1st Street.

Building Department Superintendent Daniel B. Whalen reported on a building permit for renovations at Astoria Bank at Station Plaza North.  Mr. Whalen reported that a crane would be required for part of the renovation and would require a 1-2 day closure of 3rd Street at Station Plaza.  Mr. Whalen is recommending that this closure take place on the weekend, preferably at night, with all emergency services to be notified and allow for emergency access to Winthrop-University Hospital.  

 

Mr. Whalen also reported on the Building Department activity and revenue for the month of February 2008.

 

Water Department Supervisor Frederick Booher gave the Water Department report  including cleared stoppages and water production for the month of February 2008.

 

 

Village Prosecutor John Gibbons reported on pending litigation against Morsman Realty and Atlantic Redi Mix located at 75 Windsor Avenue.  Mr. Gibbons gave a history of the case to date indicating that Atlantic Redi Mix has been using this location to maintain and operate a concrete mix company, a use that is in violation of the Village’s Zoning Regulations.  

 

Mayor Martins announced that Assistant Superintendent of Public Works, Ron Ciesinski, was retiring. Mayor Martins thanked Mr. Ciesinski for his 36 years of hard work and dedicated service to the Village of Mineola.  Mayor Martins recognized the Ciesinski Family in the audience and wished Mr. Ciesinski a Happy 55th Birthday.

 

Mayor Martins requested a motion to go into Executive Session at 7:15 PM.

Resolution No. 47-08

 

Resolved to approve payment for unused, accumulated sick, vacation and personal time as specified to Ronald J. Ciesinski effective March 8, 2008.

Wheatley High School Students, Nidya Reddy and Jeannette Kaiser, made a presentation for “Bikes for Africa”.  The students will be collecting donated bicycles at Wheatley High School on March 14 and 15, 2008 that will be recycled and later distributed in Africa to provide affordable transpiration.

Resolved to authorize the Department of Public Works to review it’s collection of confiscated bicycles and make them available to Bikes for Africa.

Village Attorney, John Spellman, presented a history of the Mineola Volunteer Fire Department’s Length of Service Program (LOSAP).  Mr. Spellman explained that claims had been filed by the EEOC on behalf of eight volunteer firefighters seeking additional LOSAP benefits.

 

Resolution No. 49-08

 

Resolved that the eight claims brought by the EEOC on behalf of eight volunteer firefighters seeking additional LOSAP benefits be denied by the Village and that the Village Attorney is hereby directed to vigorously defend the taxpayers of the Village of Mineola in opposing these claims.

Mayor Martins opened the Public Meeting at 8:55 PM. 

 

Mayor Martins reported that he will be meeting with the Garden City Board of Trustees regarding downtown development and the Winston Project on March 6, 2008. 

 

Trustee Lawrence Werther reported on the upcoming Chamber of Commerce Taste of Mineola event scheduled for March 27, 2008 at the Jericho Terrace.

 

Trustee Linda Fairgrieve thanked MAPD Chief Michael Spae and POP Officer Sikorski for the recent Neighborhood Watch meeting.  Trustee Fairgrieve reported a good turnout and announced that the next meeting would be on Wednesday March 26, 2008 at 7:30 and thereafter on the last Wednesday of each month.

 

Trustee Paul Cusato thanked MAPD Chief Michael Spae, POP Officer Sikorski and residents for their participation at the Neighborhood Watch meeting. 

 

Trustee Thomas Kennedy reported on an identity theft scam involving a phone call regarding jury duty placed by a person identifying themselves as a court officer.   Trustee Kennedy added that Nassau County does not contact potential jurors via telephone.
