Mayor Martins requested a motion to approve the Board Meeting Minutes from August 2006 through November 2006.  Trustee Paul Cusato requested that the approval of minutes be tabled until the next meeting.

 

Robert W. Hinck, Downtown Coordinator, reported on the proposed Jericho Turnpike Streetscape Project and requested approval of the following resolutions:

Resolution No. 23-07

 

Resolved to authorize the Village of Mineola’s contribution of $40,000 from the unreserved fund balance for the Jericho Turnpike Streetscape Project, with any surplus funds to be directed to Residential Rehabilitation.

Chief Jack Gayson of the Mineola Fire Department reported on the Fire Department’s activities for the month of January 2007.  Chief Gayson advised residents of some safety precautions such as allowing for air flow in boiler rooms to maintain safe home heating practices throughout the winter months.  Chief Gayson gave an update on the Department’s equipment repairs as well as mutual aid fire calls.

Michael A. Miranda, sponsor of Jack’s Run for Autism Awareness presented a proposal to hold an Autism awareness run/walk utilizing Village roads on Saturday, June 9, 2007.

Mineola Volunteer Ambulance Corps President Thomas Devaney presented the Board of Trustees with a proposal for a Length of Service Program (LOSAP) for the members of the Ambulance Corps. 

 

Mayor Martins asked Village Attorney John Spellman to meet with Mr.Devaney to explore the feasibility of the plan.

 

Village Treasurer, Giacomo M. Ciccone, gave an update on the Village’s bond refinancing project.

 

Superintendent of Buildings, Daniel B. Whalen, presented the department’s January activity and revenue report.

 

Superintendent of Public Works, Thomas Rini reported on the preliminary findings of the Bruce Terrace drainage area survey.  Mr. Rini also gave an update on the rehabilitation of Well  #7 which is currently on schedule and under budget. 

 

Mr. Rini reported on water main breaks that occurred over the past few weeks, one on Mineola Boulevard and Jefferson Avenue, another on Jefferson Avenue between Maple Place and Willis Avenue and most recently on Jericho Turnpike near King Kullen.

 

Mr. Rini announced that the recycling containers were delivered and can be purchased at the Village Clerk’s office. Mr. Rini also reported that the normal sanitation schedule would be in effect for the upcoming holidays, Lincoln’s Birthday on February 12, 2007 and President’s Day on February 19, 2007.

 

Mr. Rini discussed the ENERNOC Demand Response Sales and Service Agreement for the installation of a generator at Well #1 at no cost to the Village, which would provide back-up power, savings on electricity and would be owned by the Village after 4 years.

The generator would be managed, installed and maintained by ENERNOC.

Mayor Martins opened the Public Meeting at 7:50 PM.

 

Mayor Martins reported an altercation on a Jackson Avenue resident’s lawn that  involved some students from our school district. Mayor Martins thanked Dr. Licopoli, Principal Ed Escobar, Police Officer John Larson the student representatives for attending a meeting held with residents of Jackson Avenue. Mayor Martins hopes to see a positive result from the intervention. 

 

Mayor Martins congratulated Senator Craig Johnson on his election to the Senate. Mayor Martins also congratulated Assemblyman Tom Di Napoli on his appointment to the position of State Comptroller.

 

Mayor Martins announced that he was asked to sit on the Nassau County Village Officials Association committee to evaluate the Nassau Hub and study the impacts of the proposed transportation component.

 

Trustee Lawrence Werther congratulated Senator Craig Johnson on his election and Assemblyman Tom Di Napoli on his appointment.  Trustee Werther gave an update on the Chamber of Commerce “Taste of Mineola” fundraiser to benefit Village organizations that is scheduled for March 22, 2007.  Trustee Werther also gave the Mineola Library report.  

 

Trustee Linda Fairgrieve congratulated Senator Craig Johnson on his election and Assemblyman Tom Di Napoli on his appointment.  Trustee Fairgrieve read the Justice Court Report from January 2007.

 

Trustee Paul Cusato reported on the Mineola Fire Department activity for the month of January and gave an account of activity since April 2006.  Trustee Cusato thanked the Williston Park Fire Department for their assistance on some recent calls and reminded residents of the upcoming Mineola Fire Department Pasta Dinner on March 11, 2007.

Trustee Cusato also congratulated Senator Craig Johnson on his election and Assemblyman Tom Di Napoli on his appointment.

 

Trustee John DaVanzo congratulated Senator Craig Johnson on his election and Assemblyman Tom Di Napoli on his appointment.  Trustee DaVanzo reported the Mineola Volunteer Ambulance Corps activity for the month of January. 

 

Mayor Martins congratulated Maureen O’Connell on a great race.  Mayor Martins stated that Maureen O’Connell was always there for Mineola when she was our Assemblywoman.  Mayor Martins reported that he would be meeting with Senator Craig Johnson next week on some of the issues affecting our community.      

 

Mayor Martins asked the Board members to present their reports on the Five Point Plan for Mineola’s Public Safety.  

 

Trustee Paul Cusato gave an update on the progress of the Neighborhood Watch Program. Trustee Cusato reported that he had met with Inspector Turk and Officer John Larson of the 3rd Precinct as well as Lieutenant Walsh.  Trustee Cusato reported that he had not yet been successful in scheduling a meeting with Chief Michael Spae of the Mineola Auxiliary Police Department. Trustee Cusato reported that he had not received a response from the Village’s insurance carrier regarding liability. Trustee Cusato proposed thirteen sectors and presented a sector map as well as an implementation plan of organization and recruitment in 4 phases.

 

Trustee John DaVanzo reported on the proposed Property Crimes Investigator. Trustee DaVanzo reported that after meeting with Inspector Turk of the 3rd Precinct he learned that it is not legal for the Village of Mineola to establish the position of Property Crimes Investigator since such a title is not available under regulations of the Civil Service Commission.  Trustee DaVanzo also reported that the investigation of property crimes come under the jurisdiction of the Nassau County Police Department. Trustee DaVanzo also concluded that the hiring of  an additional Code Enforcement Officer in the Building Department would cost the Village $60,000.00 per year with benefits.

Resolved to not pursue the position of Property Crimes Investigator under the Five Point Public Plan for Mineola’s Public Safety.

Trustee Linda Fairgrieve reported her findings for the Homeless Advisory Committee. Trustee Fairgrieve stated that the Homeless Advisory Committee should be a sub-committee of the Public Safety Committee that would meet quarterly or monthly and would provide contact information and reporting instructions with the understanding that if there is a homeless incident, call 911.  Trustee Fairgrieve reported that there are no other villages with this kind of program and that homelessness is primarily handled by the city and county agencies.

Resolved not to move forward on the Homeless Advisory Committee but rather promote  public awareness and education of existing organizations such as Island Harvest and The Inn.

Trustee Lawrence Werther outlined a strategy to establish a major lobbying effort that would target County and State officials in order to secure additional police coverage in Mineola.  Trustee Werther’s strategy included identifying the recipients and creating a database of  law makers, elected officials and police personnel in order to deliver a unified message.  Trustee Werther’s outline also included plans to organize messages from the Village and it’s residents as well as creating a data base to communicate with residents.

Mayor Martins reported on the creation of a Public Safety Committee. Mayor Martins addressed the idea of creating a separate committee that would be headed by Chief Michael Spae and meet monthly with the Third Precinct and report to the Village Board.  Mayor Martins stated that this is a function of the Village Board and we are already doing this.  Mayor Martins believes that this would be adding another layer to the process and would be of little or no benefit to the residents.  Mayor Martins stated that he feels that the Village’s communication and coordination among via the Building Department, Auxiliary Police Department and Third Precinct is already good and does not see the need for the creation of separate committee.  Mayor Martins reported that he met with Chief Spae to discuss the idea and Chief Spae agreed that it wasn’t necessary.

Resolved to not pursue the creation of a separate Public Safety Task Force under the Five Point Plan for Mineola’s Public Safety.

Mayor Martins announced that the Public Hearing that was scheduled for February 14, 2007 had been moved to February 21, 2007 and that no meeting would be held on February 14, 2007.  Mayor Martins wished everyone a Happy Valentine’s Day.

Mayor Martins reported that the new employee union, United Public Service Employees Union, will assume the current union contract as of March 1, 2007.

Village Attorney, John Spellman gave an update on Field #3.  Mr. Spellman reported that the Village was considering a proposal from American Sports Management to build a full indoor soccer field and full outdoor all weather soccer field that Village athletic groups would be able to utilize.  Mr. Spellman explained that additional measures such as environmental testing would be required for the Village Board to consider such a proposal.
