Mayor
Martins recognized Centennial Committee members Candida Maia, former Mayor
Robert Hinck and Trustee John DaVanzo who presented Mayor Martins and the Board
of Trustees with lapel pins commemorating the Village’s Centennial.
Mayor Martins
opened the Public Hearing at 7:30 PM.

Martins introduced Village Attorney, John Spellman who presented exhibits for
the Village’s Master Plan and requested the following resolution:

WHEREAS, Incorporated Village of
Mineola is considering
for
adoption a Comprehensive Master Plan for future land use in
the
Village; and
WHEREAS,
the adoption of the Comprehensive Master Plan will
require
zoning amendments to the Village’s Zoning Code; and
WHEREAS,
the Incorporated Village of Mineola will conduct
An
environmental review of this proposed action pursuant to the
State
Environmental Quality Review Act; and
WHEREAS, the Board of Trustees has reviewed the proposed
Comprehensive
Master Plan and the Full Environmental Assessment
Form;
Based upon the above, a motion is
hereby made as follows:
1. BE IT RESOLVED, that the Board of Trustees, having
received no opposition by any of the involved
agencies
to whom the Board previously circulated notice of
its
intent to declare itself lead agency, hereby
designates itself lead agency for the purpose of
considering for adoption of the Proposed
Comprehensive
Master Plan for future land use in the Village
pursuant to the State Environmental Quality Review
Act
and for the adoption of effectuating zoning
amendments;
2. BE IT RESOLVED that, pursuant to 6 NYCRR §(b) (1),
the proposed action is
declared a Type I Action
pursuant to the State
Environmental Quality Review
Act;
3. BE IT RESOLVED that based upon the Board of Trustees’
review of all of the
evidence before it, including the
Full Environmental Assessment Form, the proposed
adoption of the Comprehensive Master Plan may result
in one or more
large/important impacts that may have a
significant impact on the environment,
thereby
requiring additional
environmental review;
4. BE IT RESOLVED that the Board of Trustees hereby
adopts the attached Positive
Declaration for the
Proposed Comprehensive
Master Plan;
5. BE IT RESOLVED that, based upon the possible
large/important impacts, the Board of Trustees, as
lead agency, will prepare an
Environmental Impact
Statement; and
6. BE IT RESOLVED that, the Village Clerk is hereby
directed to circulate the
Positive Declaration to the
Department of Environmental
Conservation, the Mayor,
any person requesting a
copy, all involved agencies,
and the Environmental Notice
Bulletin.
