Minutes of the meeting of the Board of Trustees of the Incorporated Village of Mineola

held Wednesday, January 17, 2007 at Village Hall, 155 Washington Avenue, Mineola, New York 11501.

Mayor Martins opened the Work Session at 6:30 PM.

 

Trustee John S. DaVanzo was absent from the meeting.

Resolution No. 16-07

 

Resolved to approve the Jackson Avenue Elementary School’s request for the use of Wilson Park for their annual 5th Grade Picnic on Thursday, June 7, 2007 (rain date June 8, 2007) from 8:30 AM to 3:00 PM.

Resolution No. 17-07

 

Resolved to approve the request by the Mineola Athletic Association for the use of the Community Center Gymnasium and the West classroom for their Annual Sports Picture Day on Thursday, May 17, 2007 from 4:00 PM to 9:00 PM.

Resolution No. 18-07

 

Resolve to approve the Evening Star Quilters’ request for the use of the Community Center for their Annual Quilt Show, beginning Friday, November 2, 2007 (set up 5:00 PM to 9:00 PM) through Sunday, November 4, 2007 (Saturday and Sunday from 9:00 AM to 5:00 PM).

Department of Public Works Superintendent, Thomas Rini reported that the “President”  streets located between Willis Avenue and Horton Highway, from the LIRR Station to Jericho Turnpike currently have alternate side of the street parking from 7:00 AM to 7:00 PM.  Mr. Rini stated that he was looking into alternative restrictions to parking in this area to alleviate the problem of all day parking by commuters.

 

Mr. Rini reported that the preliminary testing for Well #7 had been completed and that rehabilitation work on Well #7 would begin on January 18, 2007.

 

Village Treasurer, Giacomo Ciccone, reported that at Mayor Martins’ request he had been looking into the possibility of reducing the Village’s debt service costs by refinancing some of the Village’s outstanding of bonds.  Mr. Ciccone stated that with the assistance of the Village’s Financial Advisor, Ray Hart, they discovered that the Village could save approximately $240,000.00 by refinancing it’s 1994, 1998A and 1998B issues.  Mr. Ciccone reported that the Village would save approximately $20,000.00 per year over 12 fiscal years and requested the Board’s permission to pursue the refinancing of 1994, 1998A & 1998B bonds.

Mayor Martins discussed the Village’s Five Point Safety Program with the members of the Board.  Mayor Martins called upon Trustee Paul Cusato to report on the Neighborhood Watch Program.

 

Trustee Paul Cusato reported that he was scheduled to meet with his liaison, POP Officer John Larson, on January 18, 2007.  Trustee Cusato reported that as a result of not being able to meet with Officer Larson until that time, he was unable to establish the Village’s responsibilities in the area of Neighborhood Watch.  Trustee Cusato also reported that he would be meeting with Mineola Auxiliary Police Chief Spae after meeting with Officer Larson.  Trustee Cusato reported that he had identified 233 potential residents willing to commit to the Neighborhood Watch Program.  

 

Mayor Martins thanked Trustee Cusato for his report and encouraged him to survey the Chamber of Commerce and business owners to determine their interest in participating in the program.  Mayor Martins also suggested that Trustee Cusato look into the Attorney General’s website regarding Neighborhood Watch Programs. 

 

Mayor Martins called upon Trustee Linda Fairgrieve to report on the Homeless Advisory Committee and Mission Statement. 

 

Trustee Fairgrieve reported that she had met with Inspector Turk of the 3rd Precinct.  Trustee Fairgrieve recommended the Homeless Advisory is to be an “ad-hoc” committee and a sub-committee of the Public Safety Committee.  Trustee Fairgrieve reported on the various agencies in both Nassau and Suffolk Counties that are available for the homeless, veterans and mentally ill as well the Interfaith Nutrition Network.  Trustee Fairgrieve explained that the subcommittee would act on information gathered and contact the Nassau County Police.  Trustee Fairgrieve explained that the best way to manage a situation is to call 911 and then the committee would follow up with the police department on the call.

 

Trustee Fairgrieve stated the she had done a lot of research on the internet and determined that there was nothing under “ad-hoc” committees for the homeless on the Village level, but that most were city and county based organizations.

 

Trustee Fairgrieve also discussed the recruitment of volunteers, insurance coverage and the Nassau County programs that are currently available.  Trustee Fairgrieve stated that the Homeless Advisory Committee should be a sub-committee of the Public Safety Committee. 

 

Trustee Fairgrieve read a memo that she and Trustee Paul Cusato had prepared to address the misunderstanding of their objections to Mayor Martins’ memo outlining the Trustee assignments for the 5 Point Safety Plan.

Resolution No. 20-07

 

Resolved to approve the hiring of Christopher Barbino as a temporary Laborer in the Sanitation Department at the union minimum starting salary.

Mayor Martins opened the Public Meeting at 7:50 PM.

 

Mayor Martins reported that he attended the ribbon cutting ceremony at 101 Jackson Avenue Condominiums earlier in the day.  Mayor Martins congratulated the Musso Family on a job well done. 

 

Trustee Lawrence Werther announced the Chamber of Commerce “Taste of Mineola” event that is scheduled for March 22, 2007.  Trustee Werther reported that the event would be a showcase of Mineola restaurants and would benefit such organizations as the Mineola Volunteer Ambulance Corps, the Mineola Fire Department, Mineola Auxiliary Police Department, Mineola Athletic Association, Mineola Youth and Family Services and Island Harvest. 

 

Trustee Linda Fairgrieve had no report.

 

Trustee Paul S. Cusato complimented the Mineola Fire Department on their work on a recent gas leak on Jericho Turnpike as well as the house fire on Washington Avenue.

 

Mayor Martins reported on the January 11, 2007 ad hoc Recreation Committee meeting regarding Field #3.  Mayor Martins reported that a private company is interested in converting one field in two fields, one indoor or covered field and one outdoor field.  

 

 

 

Mayor Martins requested a motion to close the meeting at 10:15PM.
